Chico’s strategic vision as we look ahead to 2026 and beyond.
City leadership has outlined four core priorities guiding decision-making and investment:
• A safe community
• Long-term fiscal viability
• Protection of Chico’s key assets (like Chico State, healthcare, agriculture, and tourism)
• An enhanced quality of civic life
Public safety remains a non-negotiable priority, with continued investment in police and fire staffing, facilities, and equipment. At the same time, the city is maintaining strong fiscal discipline — operating with balanced budgets, clean audits, and responsible use of Measure H funds for roads and public safety, just as voters intended.
One of Chico’s greatest strengths is its diverse economic base, which helps provide stability even during challenging economic cycles. To build on that strength, the city is developing a new 3–5 year Economic Strategic Plan and advancing long-term downtown revitalization efforts.
Significant investments are also underway in infrastructure and quality-of-life projects, including:
• Over 100 infrastructure projects across the city
• Major sewer system rehabilitation for long-term reliability
• Expansion of the North Valley Fiber Network for affordable high-speed internet
• Continued planning for parks, recreation, and community spaces
• Completion of the nationally recognized Chico Bike Park
The overall message is optimistic, realistic, and forward-looking. Challenges like housing costs and economic pressures were openly acknowledged, but so was the progress being made through thoughtful planning and collaboration.
